In Quebec there is no official or legal definition of what constitutes special needs. In clinical terms, a child presents special needs when he or she requires additional care or services, whether in terms of psychological, psychiatric, medical, or other care. For example, a child with a physical

disability, or suffering from an attachment disorder, is a child with special needs for us.  Financial assistance for adoption is not dependent on the “special needs” of the child. However, in certain cases, when the child has a deficiency or has difficulty adapting, the conditions for granting financial assistance are more flexible.

Financial assistance in Quebec is governed by regulations which establish the eligibility and support. Financial assistance may be granted to a prospective adoptive parent who has had placement of the foster child for a year and seek to adopt.  


Child who have difficulty adjusting or a disability can receive assistance if they had placement for six months and meet on of the following

Any child under age 10 who

  1. Placement with another family would cause harm because of,
    1. Strong attachment with the family
    2. The family has a sibling to this child
  2. Has a disability or an issue adapting

The daily rate will vary between $22.74 and $35.43 depending on the age of the child. Then, a daily amount varying between $2.97 and $15.21 can be added depending on the degree of support or assistance required by the child.

This financial assistance is granted for one year from the date of the order placing the child for adoption and can be renewed for two consecutive years following the date of the order.  The rate reduces each year. However, financial assistance ceases as soon as the child reaches the age of eighteen.

The rate of remuneration for foster families varies according to the intensity of the services provided to the child. This intensity varies depending on the degree of support or assistance required by the child.

Thus, the daily rate will vary between $22.74 and $35.43 depending on the age of the child. Then, a daily amount varying between $2.97 and $15.21 can be added depending on the degree of support or assistance required by the child.

In addition to all these remunerations, allowances for the purchase of clothing, for costs related to sports activities, for books and school supplies and extracurricular activities as well as school transportation costs limited to established amounts. In addition, upon authorization, the host family can be reimbursed part of the school cafeteria costs, tuition fees as well as certain medical and dental costs not covered by Quebec health insurance.
