Harambee Village and Minnesota Waiting Children How do I know if I have adopted a Minnesota Waiting Child? If any of your children were under the guardianship of the State of Minnesota, AND have a pre-adoptive placement agreement or a finalized adoption, you qualify as having adopted a Minnesota Waiting Child. If any of your children were under the guardianship of the State of Minnesota, but a pre-adoptive placement agreement has not yet been signed, or the adoption is not yet finalized, you do not yet qualify as having adopted a Minnesota Waiting Child. When a pre-adoptive placement agreement has been signed, or the adoption has been finalized, please notify Harambee Village of the change by filling out the Family Information form again.

What's a pre-adoptive placement agreement? Generally, a preadoptive placement agreement is signed when:
Harambee Village receives funding from the State of Minnesota for services provided to families with Minnesota Waiting Children. We do not receive any funding for services provided to other families, and must charge nominal fees in order to offset the cost of facility rental, staff time, and activities. Without these fees, Harambee Village would be unable to provide services to any families who had not adopted a Minnesota Waiting Child.
